Chinese AI developers DeepSeek and MiniMax have won state approval for the global use of their AI models, Reuters reported. The news came on Thursday from Yuyuan Tantian, a social media account affiliated with state broadcaster CCTV. Reuters cited no official government announcement; neither company immediately responded to requests for comment.
The background is export controls on 23 AI technologies that China proposed on 16 October – including models, AI agents and computing clusters. The overseas deployment of models containing controlled technology is also to be covered. The commerce ministry stressed that most AI technologies would remain exportable, with simplified licensing for open-source exports and for Chinese companies operating their own computing centres abroad.
In a further post on Friday, Yuyuan Tantian wrote that internet users abroad had urged other Chinese open-source language models to seek similar approval. With the rules, Beijing aims to limit the outflow of technologies it considers vital to national security.
