EU ministers responsible for employment and social affairs meet in Luxembourg on Monday. The Council is expected to adopt a recommendation on fighting housing exclusion, including homelessness. It is one of the deliverables of the European Affordable Housing Plan.

In the afternoon, ministers will exchange views on the planned Quality Jobs Act and how it can meet the needs of workers and employers. They are also expected to approve conclusions on equality as a driver of growth and competitiveness, covering among other things gender equality, disability, anti-racism and Roma inclusion. Over lunch, ministers will discuss possible EU action to activate people excluded from the labour market.

The meeting is chaired by three ministers of the Irish Council presidency: Dara Calleary (social protection), Norma Foley (children, disability and equality) and James Browne (housing). The European Semester 2026 is also on the agenda. The press conference is scheduled for around 16:15.
