Qatar urged Iran to stop threatening countries in the region and to reopen the Strait of Hormuz. Iran had made positive statements but still needed to show goodwill, said Ibrahim bin Sultan Al Hashmi, a Qatari foreign ministry spokesman. "The mediator always holds on to this window of hope," he added. A Qatari delegation recently visited Tehran and messages are being exchanged with both sides, but no breakthrough has been announced.
On Monday, Saudi Arabia's defense minister, Pakistani army chief Asim Munir and Turkish intelligence chief Ibrahim Kalin held talks in Tehran. According to ISW, Iran asked the three countries to back a regional non-aggression pact, but regional sources saw no progress. Mohsen Rezaee, secretary of Iran's Supreme National Security Council, said: "America has not brought security to any country in the region." Brent crude traded near $116 a barrel on Tuesday.
