Four divisions, four promotions: German FA files Regionalliga reform motion
The German soccer federation's board wants to restructure the fourth-tier Regionalliga under a "compass model": four divisions instead of five, with every champion promoted. A special congress will vote Dec. 18.

In a long-running dispute over promotion to the third division, the German soccer federation's (DFB) executive board has filed a motion for the so-called compass model. A special DFB congress is set to vote on Dec. 18, 2026; a two-thirds majority of the 257 delegates is required. "Four champions, four direct promotions: this clear principle finally creates reliability," DFB President Bernd Neuendorf said.
Under the model, the Regionalliga would shrink from five divisions to four of 20 teams each, or 80 teams instead of 90. The divisions would be redrawn geographically every season, each with four fixed relegation places. The 2027-28 season is planned as a qualifying season, with the new format starting in 2028-29. The DFB would take responsibility for the fourth tier, and each club would receive at least 40,000 euros a year.
The proposal is not without controversy: according to broadcaster MDR, there is opposition and a rival model is to be submitted.
