The European Commission has proposed that the Council of the EU approve the disbursement of the remaining €45 billion of the €90 billion Ukraine Support Loan for 2026 and 2027. The basis is a positive assessment of the financing strategy Kyiv submitted on Oct. 26. If the Council agrees, payments could start as early as the beginning of 2027; the money is to be provided by Dec. 31, 2027.
€31.7 billion is earmarked for Ukraine's defence industrial capacity. Up to €13.3 billion will go to budget support, split equally between the Ukraine Facility and Macro-Financial Assistance. It is tied to conditions on the rule of law, the fight against corruption and economic stability. Ukraine itself estimates its 2027 budget gap at around €70 billion.
Commission President Ursula von der Leyen said the proposal gives Ukraine “much-needed predictability” and helps maintain essential public services. She said support for Ukraine is also high on the agenda at the EU-Canada summit in Montreal.
