The cabinet on Wednesday approved a draft memorandum with Starbase Europe. The company plans to invest EUR 100m in an industrial park and a development centre for space and defence technology. The site is the former Dobroslavtsi military base and airfield in Sofia Municipality. The project is classed as a priority, and an inter-ministerial working group will support it (BTA, 28 Oct). No jobs or timeline were given. The government had approved a first memorandum, with no amount, on 5 August.

Burgas: the UK extended the general licence for four Lukoil companies in Bulgaria to 26 February 2027, including the Lukoil Neftochim Burgas refinery. Banks and partners can keep dealing with them without breaching UK sanctions. The US licence runs to 24 April 2027 (BTA, 28 Oct). This is not a new investment and is not in the total.

From today the table lists only projects from the last ten days. Investments with a stated value add up to EUR 206.49m, with 386 new jobs announced (own calculation). Against this, 140 jobs go with the closure of the wool plant in Sliven. The total cannot be compared with yesterday, because older projects have dropped out.

Coming up: statistics office NSI publishes its October business surveys today; the central bank BNB releases gross external debt for August on Friday.

Only 29,000 new US jobs in September: investors now see little chance of a Fed rate hike this month. Tech stocks led the gains.
